Non-Resident Scholar (July 2022 - Present)

Ms. Mihoko Matsubara joined Sasakawa USA as a Non-Resident Scholar for the US-Japan NEXT Alliance Initiative in July. She will provide research and analysis on cyber security challenges facing the United States and Japan, as well as alliance policy coordination in both the public and private sectors.

Ms. Matsubara is Chief Cybersecurity Strategist at NTT Corporation in Tokyo, and she is well-recognized globally for her thought leadership on cyber security issues. Prior to joining NTT, she worked as Vice President and Public Sector Chief Security Officer for Asia-Pacific at Palo Alto Networks. She served on Japanese government’s cybersecurity R&D policy committee between 2014 and 2018. Before obtaining her MA at the Johns Hopkins School of Advanced International Studies on Fulbright, she served at the Japanese Ministry of Defense. Ms. Matsubara is also an Adjunct Fellow at the Pacific Forum, Honolulu, and Associate Fellow for Cyber at the International Institute for Strategic Studies, London.

She wrote a Japanese book in 2019 on cyber security entitled, Cyber Security: Cybersecurity to Protect the Way of our Digital Life (Shinchosha, 2019), which won an award from the Okawa Foundation for Information and Telecommunications. She also contributed Japan’s 5G Security Strategy and Competition in Emerging Technologies (CSIS Japan Chair, 2022) to the Strategic Japan project (Competition in New Domains) organized by the Center for Strategic and International Studies’ Japan Chair in 2022.
