Vietnam Cozies Up to Japan in South China Sea Strategy

Vietnam is again building up ties with other countries to help its territorial claim in the South China Sea, this time dispatching the chief of its ruling Communist Party for talks in Japan this week.

General Secretary Nguyen Phu Trong, who arrives in Tokyo on Tuesday, in recent months has played a noticeably more visible role in Vietnam’s efforts to broaden the dispute in the contested waters, where China last year towed an oil-exploration rig into an area claimed by both Beijing and Hanoi.
